8. The Shipping Advisory Board
It is proposed
8.1
that a Shipping Advisory Board be established with members appointed by the Governor. The main function of the Board would be to advise the Administration on broad policy for the proper development and good management of the Hong Kong shipping industry. One of its early tasks would be to advise on the establishment of a separate and autonomous Hong Kong Register
Register of Shipping, and to oversee Hong Kong's disengagement from the British Register and the concomitant legislative and regulatory changes that will be necessary. The Board initially would be non-statutory. Consideration would
be given to it becoming statutory after it had been in operation for some time.
8.2
Further detailed consideration would need to be given to the composition and chairmanship of the Board, but it is
is suggested that participants should include representatives of at least the following:-
Secretary for Economic Services Director of Marine Director of Trade Commissioner of Labour Attorney General's Chambers HK Shipowners Association HK Shippers Council
HK General Chamber of Commerce HK Association of Banks Marine Insurance Association Merchant Navy Officers Guild Hong Kong Seaman's Union Amalgamated Union of Seafarers
