U.K. approved equipment would continue to be accepted as at present
present in recognition of the large pool of equipment in existence on Hong Kong registered vessels, its satisfactory performance and familiarity by crews.

Work in connection with equipment acceptance is already performed by the Marine Department to some extent (on existing ships)
ships) but implementing the proposals above would require additional staff. The details of the mechanism for approving equipment will require further examination.
7.6.5 It should be noted that standards differing from the U.K. might inhibit owners with regard to the future transfer of ships to the U.K. register.
7.7
Classification Societies
7.7.1
At present only Lloyds Register of Shipping and non-British classification societies with British Committees are authorised to act in certain prescribed areas on behalf of the United Kingdom and Hong Kong.
These societies are:-

Bureau Veritas Germanischer Lloyd American Bureau
Det Norske Veritas
7.7.2
National classification societies with substantial representation in Hong Kong should perhaps be accepted. This is an area which should be explored in detail by the proposed Shipping Advisory Board (see Chapter 8).
7.8
7.8.1
Restrictions on Registry
It is considered
necessary to be able to refuse registry to vessels which fail to meet the prescribed standards and to remove from the register those vessels which are of an
an unacceptable standard. Registration of specialised vessels (e.g. nuclear ships) presents special problems
problems for which Hong Kong may not be technically equipped.
7.9 Register to be Self Financing
7.9.1
The principle underlying the financial arrangements of a future register is that the full cost of the operation of the register will be met by the users.
