International Maritime Organisation (IMO)
9.1
Hong Kong has been an Associate Member of the IMO since 1967 and has been regularly represented at various international conferences. As an Associate Member Hong Kong has the rights of full membership with certain exceptions. One of these is the right to vote. IMO decisions (other than the selection of the Council) are inevitably arrived at by consensus, 80 this has little practical significance.
9.2
With the forthcoming change in Hong Kong's status, and the establishment of a separate and autonomous register,
register, Hong Kong's representation and participation at the IMO may need to be actively expanded and strengthened. The proposed Shipping Advisory Board would be able to give the necessary direction and guidance.
