Training and Qualifications

Qualifications

6.1.

Implicit in the proposals in the Consultative

Document was that a prerequisite to future appointment

as an officer or a crew member on a ship registered in

Hong Kong would be the holding of a qualification of an

equivalent standard to that now required. We were

encouraged to find that this view was, in the main,

shared, though a number of suggestions were made to the

effect that various foreign certificates should also be

accepted as valid for the new register.

6.2.

The basic principles which we believe should

apply in respect of qualifications for work on a ship on

the new Hong Kong Register are:-

(a)

standards of competency should be no less

than those which obtain on the existing

register; and

(b)

certificates of competency should be

awarded following examination at the

appropriate level in Hong Kong; or
