6.3.

Suffice

Concern has been expressed as to how such a

licensing system would work. The proposals for

licensing will need to be developed in detail.

as required and would provide an important means of

regulation. They would be subject to cancellation by

the Director of Marine for disciplinary offences or

professional misdemeanour. They would also be a useful

device for regulating manning should this be necessary

In practice the principles outlined at

paragraph 6.2 mean that Hong Kong would continue to

accept all those certificates now accepted [i.e. those

certificates issued by the appropriate authorities in

Hong Kong, the United Kingdom and certain Commonwealth

countries.]
