APPLICATION OF MULTILATERAL TREATIES TO HONG KONG AFTER
1997: INTERNATIONAL EXHIBITIONS
1. I spoke to your colleague, Mr Kerr, this morning, and agreed to minute to you on the above.
2. We are currently engaged in consultation with the Chinese Government with a view to ensuring that various multilateral treaties and conventions which currently apply
to Hong Kong should continue to do so after 1997. The next
treaty on which Hong Kong wishes to consult the Chinese is
the International Convention relating to International Exhibitions (Paris, 1928). I understand your department
leads on this in Whitehall.

Under established procedure we present the Chinese with a consultation paper describing the treaty in question and explaining how and why it should continue to apply to Hong Kong after 1997. The Chinese may then revert to us with questions.
