In your minute of 30 May 1991, copied to Pat Martin, you/ask for any comments we may have on Hong Kong Telegrams Nos 1185 and 1186.

We have nothing to contribute on the first telegram. On para 1 of Tel No 1186 we believe there may be a further amendment to the Convention dated 1988, which is probably not yet in force. Unfortun- ately Treaty Section have not been provided with details. Information Department aware of this and do they have any further background? As for the details set out in para 5, our records show that the UK denounced the Convention on 5 June 1945 then reacceded to it on 2 September 1949 and at the same time, acceded to the 1948 Protocol (see TS 57 (1951) Cmd 8311).
