This is a difficult choice, given the possible political repercussions here of executions on the basis of

evidence provided by Hong Kong. But I think that these risks are outweighed by the need to support Hong Kong's

judgement of what is necessary to protect law and order. I therefore recommend that Ministers agree to allow Hong Kong

to go ahead.
