HONG KONG: COOPERATION WITH CHINA ON CRIMINAL MATTERS

1.

Lord Caithness agreed with the recommendation in Mr Cox's submission of 6 September (below) that we should authorise the Hong Kong government in certain circumstances to pass to the Chinese authorities evidence for crimes committed in Hong Kong by Chinese citizens. However, he thinks that the Secretary of State should take the final decision.

2. The department see no difficulty in delaying the submission until the Secretary of State's return.
