Problem
1. A letter to Lord Caithness from Mr K Braithwaite,
Secretary of the Royal Hong Kong Police Force's
Superintendent's Association, following up a previous letter about the eligibility of HMOCS members' children to apply to
the UK armed services.
Recommendation
2. I recommend that given the nature of this issue, a departmental reply should be sent. I apologise for the delay in replying to these letters, and for the necessity of giving an interim reply even at this stage. This is due primarily to the difficulty in getting facts from other departments, and therefore in resolving the issue.
Background
3. The question of the eligibility of HMOCS members' children for the UK armed services arose with the case of
the son of one member, Mr Broomfield. Mr Broomfield's son, Derek, applied to join the RAF's University Sponsorship Cadet Scheme, but his application was initially rejected on the grounds that he had not been resident in the UK for a minimum of five years previous to his application. This is
