Thank you for your letters of 15 April and 31 July to Lord Caithness about the eligibility of HMOCS members' children to join the UK armed forces. I am sorry for the long delay in replying to your letter. I am glad that the specific case of Derek Broomfield which brought this to light has already been satisfactorily resolved.
I fully appreciate the importance of the point you are making on the eligibility of HMOCS members' children to apply to the UK armed services before and after 1997. As Mr Luce said in his letter of 23 November 1984 to George Foulkes, MP, HMOCS members are indeed regarded as being in Crown Service.
I have spoken at some length to the authors of the residency rules about this point and they have taken on board that some anomalies may exist. But this is a thorny problem and I will need to consult the various authorities in the armed services here before I can give you a definitive reply.
I will write to you again as soon as possible.
