Sir Richard Luce has written to Lord Caithness having received
an approach from the Chairman of the Association of Expatriate
Civil Servants (AECS). Mrs Chalker has received a similar
approach from Mr Campbell-Savours MP SO this is probably the start of a concerted effort by the AECS to rally parliamentary
support.
Our formal proposals on compensation, sterling safeguards and the mechanics of the UK pension supplement arrangements are now with the Treasury, and Mr Burns sent the attached follow-up letter
after the Prime Minister's visit to Hong Kong. As the Minister knows only too well these are highly complex and potentially expensive issues, and it is far from certain that we shall be able to make the speedy progress we are seeking. For the time being, it would be prudent to respond to Members of Parliament by saying that we recognise the concerns of HMOCS, that we are addressing them in consultation with the Hong Kong Government and that we hope to be able to make an announcement by the end of the
year.
