You may also have had in mind our response to a request from the Chinese to re-open the pre-qualification exercise for the bridge and airport tender. In dealing with that problem we have followed well established procedures as you will see from a copy of our speaking note (attached).

Despite our best efforts the perception may remain amongst some consortia that a Chinese partner may be helpful to them. But I suggest this is more to do with perceptions of growing Chinese influence in Hong Kong generally during the transition period rather than anything said or done by the Government or the PAA
