PADS Tenders

I noticed that in a couple of recent telegrams to the FCO you seem to be suggesting that the Hong Kong Government and the PAA are giving the impression that it would be to the advantage of consortia bidding for PADS projects to include Chinese mainland companies.

I accept that some local newspapers tried to put a mischievious spin on Richard Allan's answers at a press conference to suggest that he was going out of his way to accomodate the Chinese. But if you look at the transcript, which I have done, you will see he was meticulously even-handed in his answer to loaded questions about Chinese involvement.

As to the Hong Kong Government's position, we too have played it by the book. In an answer to a press question as to whether the presence of Chinese companies in a consortia would be an advantage, I am on the record as saying that we believe in 'level playing fields' and there is no question of favouring Chinese companies.
