1. Balfour Beatty's (BB's) major interest in Hong Kong at

present is the contract for the airport platform (now known

as the "site preparation" contract), valued about

£750 million. BB lead one of the six groups which have

prequalified for this contract (see para 2 (v) of BTC

Hong Kong telno 195 attached). In addition to BB, the main

British elements are Costains and Trafalgar House in Group

(II), and Mowlem in Group (VI). All groups with the

exception of the BB lead group have a Chinese partner or

associate, although BTC Hong Kong believe that BB are

seeking a Chinese partner and still expect to add one to their group.

2. BB's group is a powerful one, and Mr Heap understands,

(in confidence) that they scored the second highest score in

the prequalification exercise (Kumagai are believed to have been first). BB also has an interest in the airport railway link and will be competing for mechanical and engineering

work, cabling and track and track laying.

Mr Heap knows Malwyn Jones well and has been impressed by him.
