i) encourage Balfour Beatty's continuing involvement in Hong Kong and applaud the seriousness, and the initial

success of their bid to win work on the airport project.

ii) To assure them that despite HMG's support for Trafalgar

House/Costain we are also anxious to assist them and believe

that there is enough work in this project for all.

(Note: This is slightly embarrasing. But HMG's policy is only to support financially one company

and

Trafalgar/Costain were in first. This relates to OPF

(Overseas Project Fund) assistance with pre-contractual

costs ie preparing tenders etc).

iii) To confirm the support and assistance of the BTC Hong

Kong.

iv) Also to assure them of support for Black Point where their interests do not directly conflict with GEC/Alsthom,

although there may be some overlap.

BB have a number of other interests in Hong Kong

including the construction of a transmission network for

Black Point power station (value £60 million) for China

Light and Power. Also track laying and civil works for the

Tsuen Mun light railway extension for Kowloon - - Canton

Railway Cooperation. They have also a contract for

transmission lines at the Tai Po - Daya Bay and Penney's Bay

power stations. BB have an interest in Gordon Wu's Bangkok

railway project, and they are planning to make a presentation to Hopewell in November.
