having been made. There was some discussion as to why the Chinese were apparently witholding their approval of PRC companies involvement with the other consortia. They saw

Hong Kong as an opportunity for PRC companies to learn about

the international market and to show their skills. But for

reasons of face the Chinese clearly wanted to ensure that

their best firms were associated with the consortia that

would win the contracts.

Mr Jones is flying to Peking tomorrow and hopes to have

a clear indication from CITIC within the next day or so

regarding their involvement in the Balfour Beatty

consortium.
