BACKGROUND

The PADS project is estimated to cost US $16.3 billion in total.

It comprises a new state of the art airport, a five fold expansion

of Hong Kong's container port, extensive transport links to connect

the new port and airport with urban and industrial areas and a new

town to house 150,000 people.

PADS is in effect a number of large but related high cost projects

offering opportunities at prime contractor, main contractor, sub-

contractor and supplier level and extensive requirements for

professional services. The project is high profile and companies

successful in winning business will benefit in other world markets

as a result of their involvement in such a prestigious project.

To maximise involvement and UK potential the opportunities need to

be drawn to the attention of UK civil engineering, manufacturing

and service companies ranging from major groups to small businesses

across a broad spectrum of UK industry. To achieve this objective

it is essential in the first instance to uncover the basic

information about the project. This should include sufficient

detail to allow each company within this wide cross-section of UK

industry to recognise the potential which the project offers for

its particular product or services. However, such information must

be gathered from a spread of offices and organisations in Hong

Kong, each with responsibility for specific areas of the project.

Moreover as the project progresses the number of organisations and

areas responsible for placing contracts will increase

significantly.
