techniques used on the Channel Tunnel project will then be used to

disseminate information to UK industry. Given the resource

required for a major initiative, the consultant employed will work

closely with the Branch in pursuit of its aims on PADS and will

assist in devising the appropriate strategy for the Branch to adopt

in response to various phases and sectors of the project. The

strategy will of necessity need to be flexible to meet changing

circumstances and project progress.

It is proposed to enter into a framework agreement enabling the

Department to call upon the consultant's knowledge and experience

for a set number of days as an appropriate means of retaining

flexibility.

It is estimated that some 80 man days of assistance

over the period to 31 March 1991 should be sufficient to achieve

objectives.

MONITORING

The consultant's effectiveness in meeting objectives will be kept

under constant review. The numbers of companies responding to the

opportunities will also be monitored and the effectiveness of the

exercise quantified.

COST

It is estimated that a budget provision of £25k plus VAT and

expenses (estimated at £20,000) is required.

Expenditure would be

£5,000 plus VAT plus expenses of £5,000 in 90/91; £20k plus VAT

plus £15k expenses in 91/2.
