PDOE (25 Oct) reported the statement by the Chinese Foreign Ministry spokesman ruling out any change in the agreement on the CFA and expressing the hope that the British side would consult more closely with the Chinese side so that the court could be set up at an early date.

Among other comments on the issue, an editorial in WWP (25 Oct) endorsed these views and criticised people who wished to use the issue to obstruct the work of the JLG, while a TKP editorial (26 Oct) drew a distinction between judicial independence and the composition of the CFA. It added that the important point was whether the judges of the CFA would act according to justice and not the provision for only one overseas judge. Liu Junbao of the Chinese JLG team said that both sides had the responsibility to carry out the agreement (according to Ming Pao of 26 Oct). Zhang Junsheng of NCNA on 30 October warned against attempting to change decisions adopted by the JLG, which he said could lead to the JLG being unable to carry out its functions.

Earlier, TKP and WWP (18 Oct) carried a lengthy article by lawyer Kenneth Chow rebutting the criticism that the agreement on the CFA did not conform to the JD. WP (30-31 Oct) published "contributed articles" (lailun) criticising a comment by the Chief Secretary suggesting that the agreement could be changed.

Columnists in WWP (27 Oct) and TKP (28 Oct) called for measures to be taken in good time to train officials who would serve the SAR.

In an interview with CNS (reported in PDOE of 16 Oct), Zhou Guangzhao, President of the Chinese Academy of Sciences, expressed hopes of increased co-operation with Hong Kong, which might include the establishment of jointly operated high technology enterprises. Zhou was visiting Hong Kong for the opening of the new University of Science and technology, and to attend a meeting of the Chancellor's Board of Advisers.

According to a CNS report (in PDOE of 16 Oct), purchases of real estate by PRC enterprises in Hong Kong were HK$275m in the first half of 1990 and HK$845m in the second half of that year.
The report said that such purchases had helped foster stability in the Hong Kong real estate market, adding that there had been more substantial purchases by PRC companies this year - over HK$1.88bn in the 3rd quarter alone, according to one estimate.
