WWP (19 Oct) called for action by the Hong Kong authorities to make the Vietnamese boat people accept the fact that mandatory repatriation was their only option and warned against people who tried to erect obstacles under the pretext of humanitarianism. Reacting to the announcement in Hong Kong of the Orderly Repatriation Programme for Vietnamese non-refugees, Peking television (30 Oct) commented that the agreement with Vietnam was an important step towards a complete resolution of the problem.

Asked about the "Hong Kong Policy Act" proposed by a US Senator, a PRC Foreign Ministry spokesman said Hong Kong was a matter between China and the UK and it was "inappropriate for others to meddle in it" (various papers 18 Oct).

Speaking at a reception on 17 October, PRC Senior Representative on the JLG, Guo Fengmin, said that opposition by legal professional bodies to the agreement reached in the JLG on the Court of Final Appeal (CFA) would not benefit Hong Kong.

He ruled out any change to the agreement reached on the issue.

Former Director of State Council's Hong Kong and Macau Affairs Office, Ji Pengfei, told a delegation of the Ро Leung Kuk in Peking that the JLG agreement on the setting up of the CFA was appropriate.

He said that judicial power was a question of sovereignty. Ji said that the future SAR legislature would be different from the present LegCo. The future legislature would be an organ for making laws, not an advisory body (TKP, WWP 23 Oct.).

According to the Oriental Daily News (23 Oct), Zhang Junsheng, of NCNA, Hong Kong, said that if LegCo members were opposed to the composition of the CFA

it was a matter for the British Hong Kong Government. Zheng Weirong added that as stated in the Joint Declaration and Basic Law, overseas judges would be invited when required and not invited if not required (various papers 18 October).

A columnist in TKP (23 Oct) said that it would do Hong Kong people no good to cast doubt over the agreement on the CFA.
