COI SPONSORED VISITS PROGRAMME

We agreed earlier that this programme offers the most suitable way of responding to the Secretary of State's undertaking to Mrs Teresa Gorman is that we would see what more could be done to advise the fledgling political parties in Hong Kong on the techniques of electioneering etc. We need to hold a meeting soon to decide which candidates we want to propose from the list suggested by Hong Kong.

Ms Doherty has already sent Section Heads the list of names. But, for ease of reference, I am attaching it again together with a copy of the letter from Peter Heap explaining the reasons for his choice. Could you let me have your comments by the end of this week. Mr Paul would like to hold a meeting to discuss the final selection, plus any other thoughts people may have early next week, for example on Tuesday 21 May. At present, Hong Kong's quota for the coming year is 2 Category I and 10 Category II visitors but, according to Information Department, additional proposals later in the year would probably be considered favourably.
