FOLLOW-UP TO SECRETARY OF STATE ́S UNDERTAKING TO MRS TERESA GORMAN

1. We decided at a departmental meeting last week that the COI sponsored visits programme offered a good way of providing some key Hong Kong people with advice on ways of preparing political parties for elections. Ms Doherty has spoken to Information Department and has circulated a copy of a list of Category I and II visitors proposed by Hong Kong to all Section Heads. It remains for us to hold a meeting to decide who we consider to be priority candidates, bearing in mind the Gorman angle, and then to ask Hong Kong for their views, so that we can submit a draft letter to the Secretary of State in reply to Mr Gorman without too much delay.

We would want to include in the reply an account of what we have already been doing eg putting Maria Tam and Peter Wong of the LDF in touch with Conservative Central Office; arranging good access to Ministers for visiting OMELCO members. Unfortunately our earlier efforts to ensure that a representative from Hong Kong should be included in this year's visit to Parliament organised by the Commonwealth Parliamentary Association has been sabotaged by Nellie Fong's last minute defection. But I expect other members of the Department can think of some other good examples.
