I mentioned the idea very informally to the Secretary

for the Treasury, Mr K Y Yeung, one of our proposed

candidates. He reacted very favourably. He suggested that

possible dates for him might be early September or in

December.

5. The next step is to consult the Governor formally by telegram about these ideas. We can then carry forward the

Category II proposals and pursue the Category I visit after the September elections.
