CATEGORY I AND II VISITORS
1. While in Hong Kong last week, I took an opportunity to
outline to the Governor our proposal for Category I and II
visitors from Hong Kong in the coming year.

The Governor welcomed the proposal to invite four Hong Kong politicians to London. He suggested that we should wait until after the September LegCo elections, so as to be
able to take account of the outcome. He added that serious
politicians would in any case be too busy to come to the UK before September. He thought the possible dates for such a visit might be at the end of the LegCo session (in December)
or over the Chinese New Year.
3.
The Governor also welcomed the idea of Category II
invitations to very senior local officials. The names we
had in mind seemed to be the right ones. He suggested,
however, that we might keep the programme fairly low-key, eg by combining it with leave or routine duty visits. The
thought behind this was that, with 1997 in mind, the individuals concerned might feel uneasy about being singled
out by HMG for special treatment.
