How can we make better use of the Sponsored Visitors

programme for Hong Kong?

1.

Recommendation

2. I recommend:

(a) Category One invitations to representatives of the main political groups in Hong Kong;

(b) Category Two invitations to senior Hong Kong Chinese

officials in the Hong Kong Government, who can be expected

to rise to very senior posts in the next few years.

Background and Argument

3.

In recent years, the Sponsored Visits scheme has not

been put to best use as a means of helping achieve our

objectives for Hong Kong. In the run up to 1997, we should
