(a)
Norway. Norway is an oil producer which has benefited
from the higher prices over the past 6 months, and has a per capita GDP higher than the UK. It has contributed
little to the military effort, and ought to make a contribution, particularly if Denmark does so;
(b)
Iceland. Like Luxembourg, Iceland tends to be ruled
out on de minimis grounds, but there is no real reason why
Approached they could not be approach for a small sum;
(c)
Turkey. It would clearly be inappropriate to seek a
contribution from Turkey, whose economy has been very hard hit by the crisis.

European Neutrals
(a) Austria. Austria has so far done very little. The
advice from our Embassy in Vienna is that because of the
country's neutral status, the Austrians will be exceedingly
reluctant to make any contribution. But it might be worth a
try, 1f such an approach does nothing else, it might at
least shame the Austrians into doing more by way of economic
assistance for Jordan, Egypt and Turkey, or for refugees;
(b) Finland. Finland has likewise made no contribution to
the military effort. She has placed less emphasis on the
relevance of her neutral status than has Austria, and might
reasonably be approached;

Sweden. Sweden has been helpful to us with practical
