Although Greece's military contribution has been minimal (one frigate), she has been a substantial loser from the economic effects of the Gulf crisis, and is in any

case a relatively poor country. No approach recommended;

(c) Ireland. Ireland is also a relatively poor country, and the position is complicated by her neutral status.

(a) Italy. Italy has made a military contribution of some

significance (3 frigates, one support ship, 10 Tornados) even though her overall contribution is much smaller than

that of the UK. No approach recommended;

Luxembourg. Any contribution from Luxembourg would obviously be small, but since the Netherlands and Belgium have been approached, Luxembourg should also be included;

(f) Portugal. Portugal has provided one transport vessel for use of the UK. Although its contribution is small, it is a relatively poor country which has suffered significantly from the Gulf crisis. No approach

recommended;

(g)

Spain.

Spain has contributed one frigate and two

corvettes. In addition, it is providing facilities for US

B-52s. It has also lost, as a result of the crisis, but an approach might be worthwhile.
