In general, the argument about neutrality is not really

appropriate in this conflict, except perhaps in the case of

Switzerland which is not a member of the United Nations.

Operative paragraph 3 of UN Security Council Resolution 678,

which authorised the use of force, requests all states to provide appropriate support for the actions undertaken in pursuance of the Resolution.
