Our contacts (4 DB, 7 AC, 1 1 MAC) generally welcomed the list of new appointed members, who were considered to be independent, fair-minded people. Most respondents praised the Governor for not appointing/re-appointing
those who
too
were
conservative or with strong ties to political organisations. Some individuals, however,
criticised
the list for not having members with strong ties with China, and for being too conservative. The UDHK continued to be the subject of criticism for proposing its list to the Governor. Some respondents expressed concern about the future efficient running of Legco, its relations with China, and the relationship between the UDHK members and other members. Mr Martin comments on abolishing the in-house meeting criticised by some for being too radical.

A number of people questioned whether there should continue to be appointed members, whilst others felt that the need remained in order to achieve balanced representation.

There were mixed views on the suggestion that Legco members be supervised by the public, and the possibility of Legco members being removed from office (no-one, however, suggested any proposals on what criteria would apply in order to judge members' effectiveness).
