Appointments to LegCo

I have already given you by telegram a view on how the LegCo appointments saga was seen here. You will also have seen the English language press for yourself and read the press summaries.

You might be interested in seeing also how District Officers in the New Territories region reported opinion in each of their Districts. The relevant extracts from their fortnightly confidential reports are attached. (The Hong Kong and Kowloon Districts will report next week.)

I think these reports are broadly accurate as a record of public opinion at grass roots level. One should aim off slightly for a pro-Government bias in the sort of reactions picked up by District Officers. But their reports are not excessively distorted in a pro-Government direction, When there are grumbles

around about the Government at district level, the District Officers are quite happy to report them.
