To reject the concept of a "through train" for
sovereignty-sensitive posts;
To demand a high degree of influence over
appointments at the
level before 1997; and

scrutiny of appointments (and promotions).

Furthermore, HKG may well find that the CPG's
criteria for assessment of nominees are intrinsically
political:
(a) Perceptions of "loyalty" to the SARG will be a
significant CPG consideration (whereas HKG
would focus on track record and future
potential); in particular,

"Foreign connections" (principally nationality
and right of abode) will be a concern for the
CPG not just for sovereignty-sensitive posts
