CALL ON LORD CAITHNESS BY CANADIAN MINISTER FOR IMMIGRATION :

1. Barbara McDougall, the Canadian Minister for Employment and

Immigration will be in the UK from 22 28 September to attend the annual Canadian Bar Association Meeting. She will call on Lord

Caithness on 26 September at 1415, accompanied by Scott Hetherington

the Counsellor (Immigration) at the Canadian High Commission. Ms McDougall visited Hong Kong from 2 - 6 September for full

discussions on immigration and VBP's (Hong Kong telno 2717).

purpose of the call is to discuss the British perspective of the

current situation. Ms McDougall will also call on Mr Jackson at the

Department of Employment at 0930 and the Home Secretary at 1515 the

same day. I attach a CV and a background note on Canada.

for the meeting direct by close of play 25 September. Mr Morris

(Hong Kong Department) will attend to take the note.
