MCDOUGALL, THE HON BARBARA, PC MP
Minister for Employment and Immigration.
Born in Toronto, 1937.
Educated at the University of Toronto.
A chartered financial analyst, she was Executive Director of the Canadian Council of Financial Analysts
(1982-83) and was also a Government affairs and financial consultant. A former Vice-President of Dominion Securities
Ames Limited.
Long active in politics, she was campaign manager for David Crombie in the 1979 and 1980 election campaigns before entering parliament herself in 1984 and being appointed Minister of State (Finance). She showed her mettle in her handling of the collapse of two Western banks. Instead of the expected promotion and a department of her own she was moved sidways in August 1986 to be Minister of State (Privatisation); and Minister responsible for the Status of Women; and Minister responsible for Regulatory Affairs. She held that portfolio until taking over her present appointment in March 1988. An impressive Minister who handled skilfully the introduction in January 1989 of Canada's contentious and politically sensitive refugee law.
Married but separated. No children.
A lively and determined personality, with a strong sense of humour. She is regarded as a possible future contender for the Conversative leadership.
