(3) No marriage shall be entered into without the free and full consent of the intending spouses.

(4) Spouses shall have equal rights and responsibilities as to marriage, during marriage and at its dissolution. In the case of dissolution, provision shall be made for the necessary protection of any children.

Article 21

Rights of children

(1) Every child shall have, without any discrimination as to race, colour, sex, language, religion, national or social origin, property or birth, the right to such measures of protection as are required by his status as a minor, on the part of his family, society and the State.

(2) Every child shall be registered immediately after birth and shall have a

name.

Article 22

Right to participate in public life

Every citizen shall have the right and the opportunity, without any of the distinctions mentioned in article 1(1) and without unreasonable restrictions—

(a) to take part in the conduct of public affairs, directly or through

freely chosen representatives;

(b) to vote and to be elected at genuine periodic elections which shall be by universal and equal suffrage and shall be held by secret ballot, guaranteeing the free expression of the will of the electors; to have access, on general terms of equality, to public service in Hong Kong.

每個公民應有下列權利和機會,不受人權宣言第一(一)條所述的區分和不受不合 理的限制-

(甲)直接或通過自由選擇的代表參與公共事務;

以無記名投票方式進行,以保證選舉人的意志的自由表達;

(丙)在一般的平等的條件下,參加香港公務。

Article 23

Equality before and equal protection of law

All persons are equal before the law and are entitled without any discrimination to the equal protection of the law. In this respect, the law shall prohibit any discrimination and guarantee to all persons equal and effective protection against discrimination on any ground such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.

第二十三條

在法律前平等及受法律平等保護

所有的人在法律前平等,並有權受法律的平等保護,無所歧視。在這方面,法律 應禁止任何歧視並保證所有的人得到平等的和有效的保護,以免受基於種族、膚色、 性別、語言、宗教、政治或其他見解、國籍或社會出身、財產、出生或其他身份等任 何理由的歧視。
