Article 18

Right of peaceful assembly

The right of peaceful assembly shall be recognized. No restrictions may be placed on the exercise of this right other than those imposed in conformity with the law and which are necessary in a democratic society in the interests of national security or public safety, public order (ordre public), the protection of public health or morals or the protection of the rights and freedoms of others.

第十八條

和平集會的權利

和平集會的權利應被承認。對此項權利的行使不得加以限制,除去按照法律以及 在民主社會中為維護國家安全或公共安全、公共秩序,保護公共衛生或道德或他人的 權利和自由的需要而加的限制。

Article 19

Freedom of association

(1) Everyone shall have the right to freedom of association with others, including the right to form and join trade unions for the protection of his interests.

(2) No restrictions may be placed on the exercise of this right other than those which are prescribed by law and which are necessary in a democratic society in the interests of national security or public safety, public order (ordre public), the protection of public health or morals or the protection of the rights and freedoms of others. This article shall not prevent the imposition of lawful restrictions on members of the armed forces and of the police in their exercise of this right.

(3) Nothing in this article authorizes legislative measures to be taken which would prejudice, or the law to be applied in such a manner as to prejudice, the guarantees provided for in the International Labour Organization Convention of 1948 concerning Freedom of Association and Protection of the Right to Organize as it applies to Hong Kong.

第十九條

結社的自由

(一) 人人有權享受與他人結社的自由,包括組織和參加工會以保護他的利益的權 利。

(二)對此項權利的行使不得加以限制,除去法律所規定的限制以及在民主社會中 為維護國家安全或公共安全、公共秩序,保護公共衛生或道德,或他人的權利和自由 所必需的限制。本條不應禁止對軍隊或警察成員的行使此項權利加以合法的限制。

(三) 本條並不授權政府採取足以損害在香港適用的《一九四八年關於結社自由及保 護組織權國際勞工公約》中所規定的保證的立法措施,或在應用法律時損害這種保證。

Article 20

Rights in respect of marriage and family

(1) The family is the natural and fundamental group unit of society and is entitled to protection by society and the State.

(2) The right of men and women of marriageable age to marry and to found a family shall be recognized.

第二十條

關於締婚和家庭的權利

(一) 家庭是天然的和基本的社會單元,並應受社會和國家的保護。

(二)已達結婚年齡的男女締婚和成立家庭的權利應被承認。
