第十五條
Freedom of thought, conscience and religion
(1) Everyone shall have the right to freedom of thought, conscience and religion. This right shall include freedom to have or to adopt a religion or belief of his choice, and freedom, either individually or in community with others and in public or private, to manifest his religion or belief in worship, observance, practice and teaching.
(2) No one shall be subject to coercion which would impair his freedom to have or to adopt a religion or belief of his choice.
(3) Freedom to manifest one's religion or beliefs may be subject only to such limitations as are prescribed by law and are necessary to protect public safety, order, health, or morals or the fundamental rights and freedoms of others.
(4) The liberty of parents and, when applicable, legal guardians to ensure the religious and moral education of their children in conformity with their own convictions shall be respected.
思想、良心和宗教自由
-人人有權享受思想、良心和宗教自由。此項權利包括維持或改變他的宗教或 信仰的自由,以及單獨或集體、公開或秘密地以禮拜、戒律、實踐和教義來表明他的 宗教或信仰的自由。
(二) 任何人不得遭受足以損害他維持或改變他的宗教或信仰自由的強迫。
(三)表示自己的宗教或信仰的自由,僅祇受法律所規定的以及為保障公共安全、 秩序、衛生或道德、或他人的基本權利和自由所必需的限制。
(四) 父母和(如適用時)法定監護人保證他們的孩子能按照他們自己的信仰接受宗 我和道德教育的自由須受尊重。

Article 16
Freedom of opinion and expression
(1) Everyone shall have the right to hold opinions without interference. (2) Everyone shall have the right to freedom of expression; this right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice.
(3) The exercise of the rights provided for in paragraph (2) of this article carries with it special duties and responsibilities. It may therefore be subject to certain restrictions, but these shall only be such as are provided by law and are necessary-
(a) for respect of the rights or reputations of others; or
(b) for the protection of national security or of public order (ordre
public), or of public health or morals.
第十六條
主張和表達的自由
(一)人人有權持有主張,不受干涉。
(二)人人有自由發表意見的權利;此項權利包括尋求、接受和傳送各種消息和思 想的自由,而不論國界,也不論口頭的、書寫的、印刷的、採取藝術形式的、或通過 他所選擇的任何其他媒介。
(三) 本條第(二)款所規定的權利的行使帶有特殊的義務和責任,因此得受某些限 制,但這些限制只應由法律規定並為下列條件所必需
(甲)尊重他人的權利或名譽;或
(乙)保障國家安全或公共秩序,或公共衛生或道德。

Article 17
No propaganda for war or advocacy of national, racial or religious hatred
(1) Any propaganda for war shall be prohibited by law.
