The Parties may also provide assistance pursuant to any arrangement, agreement or practice which may be applicable, including, but not limited to, any informal agreement between the law enforcement agencies of the Parties concerning the exchange of information relating to drug trafficking [and offenses related to

4. This Agreement is intended solely for mutual assistance between the Partias. The provisions of the Agreement shall not creata any right on the part of any private person to obtain, suppress, or exclude any evidence, or to impede the execution of a request.
