Dear Mr. Pan,

May I start by saying what a great pleasure it was to meet you and your colleagues once again in connection with matters of mutual assistance between our Courts.

On behalf of the Supreme Court of Hong Kong I have the honour to inform you that we agree to implement, with effect from 1 July, 1988,

1988, the seven points concerning mutual assistance between the Higher People's Court of Guangdong Province and the Supreme Court of Hong Kong for the service of procedural documents in civil and economic proceedings. The seven points are:-

Both parties agree that each may entrust to the other party the service of documents in respect of civil and economic proceedings. Such documents include: copy of originating process, copy of notice of appeal, writ of summons, judgment, mediation award, ruling, letter of decision and notice.

When the entrusting party requests the entrusted party to serve any of the above mentioned documents, it must produce its authorization bearing its official seal. The letter of entrustment should be in the Chinese and English language. It must also indicate the full name and address of the person to be served.

The entrusted party must return to the entrusting party proof that the document has been served. the document cannot be served, the entrusted party must notify the entrusting party in writing the reason for its failure in effecting service.
