Provision of the reclamation and

the development of the terminals would be timed

to meet the market demand for these facilities.

Provides initial access to the new airport via

the Route Three Lantau Fixed Crossing, which

may be closed for short periods under very severe

weather conditions. This would also apply to

most other exposed road and rail links in Hong

Kong. In addition, the airport itself would have

very restricted operations, or would be closed

under the same conditions.

The same consideration would apply to the

"shorter" bridge proposal.

12. Resource Utilization and Cost Effectiveness

The initial capital cost for the transportation infrastructure would be significantly greater than for the core PADS projects completed prior

to 1997.

The West Kowloon Reclamation, along with the
