more than offsetting any of the savings claimed by Mr.

Wu.

In addition the

proposal ignores the long range

planning needs of the North West New Territories and

cross-border traffic. In place of Route Three which

is designed to meet this need, it suggests a much

longer double viaduct structure from Sham Tseng to

Tuen Mun and from there to the border.

Another longer range proposal put forward by Mr. Wu is a

rail and road bridge between Lantau and Tai Lam Kok, which

would shorten the commuting distance between Tuen Mun and

Hong Kong Island

phasing for each of the segments of the projects as well as

maps illustrating the scope of the PADS plan and the

alternative proposals are attached for information as

Appendix A.

III. DETAILED COMPARATIVE ANALYSIS

In considering Mr. Gordon Wu's proposals the Government has

measured them against the same criteria it has used in

examining a wide variety of options over more than a
