avoids this by providing for a local railway as well
as the express airport link. This is a cost effective
provision for two essential demands.
d. Advanced Construction of the Western Harbour Port
Facility

in order
Mr. Gordon Wu's proposal calls for the advancement of
construction of the major port developments in the
Western Harbour
to provide
transportation facilities to serve Lantau Island and
the new airport. These facilities would include both
highway and rail, partly in an undersea tunnel and
partly on the reclamation. The proposal envisages
this as the main access to the new airport. The PADS
Projects Plan does not envision this transport link as
required until well beyond the year 2000 only when
sufficient traffic demand to make it economically
viable has built up.
Port facilities in Hong Kong are privately funded,
built and operated, as dictated by demand. The
Government's timing for the construction of the port
development off Lantau is based on maintaining this
principle. If construction were started in advance of
demand there would be no private sector interest and
the Government would have to foot the bill. This
would result in a very substantial increase in costs
