Phase II will concert rate on airport layout, and the detailed engineering design for site formation (the aim will be to complete this phase in time for tenders to be invited for the major seawall and reclamation works by mid 1991);
Phase III will involve finalizing the detailed layout, building and civil engineering designs and producing a detailed breakdown of costs for the implementation of the programme.

Although, as mentioned above, we anticipate that tenders for the major site formation contracts (covering the seawall construction, reclamation and levelling of Chek Lap Kok) will be called around mid-1991, we plan to let a contract in late 1990 or early 1991 for the preparation of a works area on Chek Lap Kok. This is essential if the target opening date for the airport is to be met. The site preparation contract will be designed in house by Civil Engineering Services Department to provide 20 to 30 hectares of formed land and basic facilities so that the main site formation contractor can rapidly mobilise plant and labour to commence work straight away.
Planning for the Provision of Utility Services

A New Airport Utilities Co-ordination Committee has been established to ensure the timely provision of essential, temporary and permanent facilities and utilities services to Chek Lap Kok and other areas in North Lantau. Initial discussions with the utilities indicate that with proper reinforcement, there should be no insurmountable problems in supplying Lantau with electricity and water to meet demand during the construction stage. Likewise, the capacity of existing telephone installations on Lant au should be adequate to cope with initial demand. The provision of a proper jetty is considered crucial to the commencement of site formation work. This will be provided at the northern tip of Chek Lap Kok as part of the advance works to be undertaken by Civil Engineering Services Department. The permanent supply of other utilities, including telecommunications and gas, will be examined in the near future.
