the appointment of а suitable Chief Executive Officer (CEO) for the Provisional Airport Authority, we are on the point of engaging a firm of executive recruitment consultants to help in this exercise. The aim is to have the CEO in place between June and September 1990.

Lant au Fixed Crossing

An engineering review to update results of the previous study on the fixed crossing is being undertaken, and is scheduled to be completed by March 1990, following which work will start on the preparation of a bid package which will be used as the basis for inviting private sector proposals to construct and operate the crossing under a franchise arrangement. The study will also examine the options for the crossing: both bridging or tunnelling appear technically feasible; but a bridge is likely to be cheaper. In parallel with these activities, and before the bid package is finalized, we will invite expressions of interest from the private sector to gauge the degree of interest and to obtain their preliminary views on the project. Financial consultants
consultants will shortly be appointed to undertake a detailed financial analysis and to ascertain the project's viability. We intend to invite the private sector to submit proposals for the construction and operation of the Lantau Fixed Crossing during the last
quarter of 1990.
North Lantau Expressway

Consultants have been commissioned to review the preliminary design work on this expressway, which was undertaken for the 1982 airport study, and to update the alignment, cost, land requirements and the implementation programme. This will be completed in mid-March 1990 and will be followed by site investigations, detailed design and tendering as a Government-funded project.
