in respect to the time restraints, regard to gazettal requirements and in view of the period normally required for statutory procedures, we have worked out fast track arrangements for the airport and airport-related works. The area required for the reclamation of the airport has been identified as have a number of marine borrow areas with the potential to produce large quantities of fill material. Because of the likelihood of objections from the public, action is in hand for early gazettal of the reclamation and the marine borrow areas under the Foreshore and Seabed (Reclamations) Ordinance.

Eight leading international consultancy firms, out of 55 that expressed interest, have been invited to submit proposals for the preparation of t ne definitive airport master plan', the detailed civil engineering

design work for the reclamation and surrounding sea wall and to undertake an environmental impact study. The firms

Submissions will be received by the end of February, and the intention is to have the successful consultant appointed and working by June 1990.

To ensure key decisions are reached in a timely manner the consultancy will be undertaken in three phases

Phase I will concentrate on runway configuration, and will conclude with a decision on runway separation (it may be possible to complete this exercise in 3 months);
