(ii) meeting the entire or sharing the cost of
providing any service, facility or other
thing which the other person has power to
provide,
which the Authority considers necesary or expedient for
the proper performance of its functions.

Where a public body or a body of persons
(whether corporate or unincorporate) has not,
apart from this paragraph, a power necessary
to enable it to make an agreement with the
Authority which, if made, would be an
agreement described in paragraph (a), it
shall, by virtue of this paragraph, have that
power.
This paragraph shall not be construed as
applying to trustees of a charity.
9. Delegation and sub-delegation of
Authority's functions
(1)
Subject to subsection (2), the Authority may delegate any of
its functions, other than its power under section 15 or its power
under this section to delegate, to
(a) any member (including the Chairman) of the Authority;
or
(b) the Chief Executive Officer or any other of its

employees.
A delegation under this section shall not prevent the
concurrent performance by the Authority of the function
delegated.
