The Authority may revoke a delegation under this

section.

(3) Where the Authority makes a delegation under this section,

it may at the same time authorize the person to whom the delegation is

made to sub-delegate the function delegated and such authorization may

contain restrictions or conditions as regards the exercise of the

power to sub-delegate under the authorization.

(4) Where any person purports to act pursuant to a delegation or

sub-delegation under this section, he shall be presumed, until the

contrary is shown, to be acting in accordance with the terms of the

delegation or sub-delegation.

10. Annual report of Authority

The Authority shall, as soon as practicable after the end of each

financial year, prepare a report on its activities during that

financial year and send a copy of the report to the Governor and a

copy thereof shall be laid on the table of the Legislative Council.

Financial year

The second and each subsequent financial year of the Authority

shall be the period of 12 months beginning on 1 April in any year and

its first financial year shall be the period beginning on the day on

which the Authority is established and ending on the following 31

March.

(1) The Authority shall cause proper accounts and records to be

kept of all of its financial transactions and shall,
