"WORKING PRACTICE" AGREEMENT WITH FAR EASTERN SECTION, RAD

1. The PUS's circular 120/90 of 9 April, and my minute to certain

Heads of Department dated 11 April, outlined the new system of

"Working Practice" agreements with RAD. Members of RAD have meanwhile discussed the content of an agreement with your Department, and have consulted Hong Kong Department, whose work is

also relevant. This minute sets out what has been decided.

covers the period up to end-October when, as in my earlier minute,

we will assess implementation with you and copy addressees, and start discussing a new agreement to cover 1991. RAD will monitor progress meanwhile. The agreement is not intended to be a strait-jacket, and can of course be adjusted as priorities change.

But I shall assume, unless you let me know otherwise by 18 May, that

you are for the moment content with what follows.

As you realise, Far Eastern Section has other FCO customers,

addition to your Department. Part of its time will continue to be

spent advising and supporting those Departments, as well as Posts,

the Cabinet Office and others in Whitehall. It also has a range of

internal tasks not reflected in what follows (the development and

weeding of its information base, academic contacts, computerisation, training etc). So this agreement is not exclusive. Your Department

should of course continue to seek support from other Sections in RAD

as necessary. But if this minute helps Far Eastern Section to help

you, and vice versa, it will have met its purpose.
