On substance, oral advice and ad hoc minuting, both initiative
and responsive, will continue to be a major part of RAD's input to your Department's work. The following broad topics of interest to your Department will receive priority for comment and analysis on an
initiative basis by Far Eastern Section between now and the end of
October:
China
(i) Developments in the political and military leadership.
(ii)
(iii)
(iv)
Human rights and discontent; the development of the
legal system.
Tibet and ethnic minority regions.
Economic policy, the fate of economic reform, the coastal
zone policy.
(v)
China's international economic relations, and foreign
trade performance.
(vi)
Chinese external affairs, in particular relations with
the Soviet Union.
(vii)
China and the environment, conservation policy (both
internally and domestically).
(viii)
Personality information on new appointments.
Taiwan
(i)
Taiwan's expansion of its international presence both diplomatically and otherwise.
