Persuant to Article IX, paragraph 4 of the Agreement, amendments thereto shall come into force with respect to all Contracting Goverments as from the thirtieth day after acceptance by two-thirds of the Contracting Governments.
The Director-General hereby informs all Contracting Governments that as instruments of acceptance of the amendment were received from two-thirds of the 24 Contracting Governments on 23 April 1990, the amendment to Article I(a) of the Agreement entered into force on 23 May 1990.
The Director-General is transmitting certified copies of the amendment to Article I(a) of the Agreement, and of the instruments of acceptance that have been deposited with him, to the Secretariat of the United Nations for registration in conformity with Article 2 of the Regulations of the General Assembly to give effect to Article 102 of the Charter of the United Nations.
